Paul Cicelski provides strategic representation to TV and radio broadcasters, programmers, technology providers, cable and satellite companies, lenders, and a wide variety of other communications businesses. He counsels media clients on state and federal regulatory compliance matters, including requirements affecting media sales, political advertising, contests and promotions, programming content, ownership attribution, licensing, and spectrum management issues. This includes representing clients before the FCC, the Federal Emergency Management Agency, the Federal Trade Commission, and the National Telecommunications and Information Administration.
Paul is currently leading and managing the FCC spectrum auction repack process for more than 125 television stations, while supervising the accounting, legal, and engineering matters related to the repack for multiple clients. His regulatory, transactional, and engineering expertise is complemented by his extensive litigation experience in federal courts, and advocating for clients in a variety of Congressional legislative matters.
Paul has prepared and drafted briefs and other filings with the Supreme Court, the United States Court of Appeals for the District of Columbia Circuit, the United States Court of Appeals for the Second Circuit, and the United States Court of Appeals for the Third Circuit. He is a regular speaker at seminars and conferences on a wide variety of media and communications industry issues.
