Lerman Senter Announces New Member and Counsel

Lerman Senter is pleased to announce that David Burns was named a Member of the firm on June 1, 2020, and that Art Harding joined the firm as Counsel on June 15, 2020.

Burns joined Lerman Senter in May 2019 as Counsel. His practice covers a full range of communications and media industry issues, with a primary focus on regulatory and transactional matters facing companies in the broadcast, cable, and satellite industries. He regularly counsels clients on compliance with regulatory requirements affecting station sales, programming content, political advertising, ownership attribution, station licensing and operations, and spectrum management.

Harding has represented clients in the broadcasting, cable television, and telecommunications sectors for over 40 years, with a particular concentration on matters affecting the cable television industry, such as must carry/retransmission consent, rate regulation, and network affiliation agreements. He has represented clients before the Federal Communications Commission and the Copyright Office on an exceptionally wide range of issues.
