FCC Approves Use of FM Boosters for Program Origination

The FCC has created a new class of FM boosters called “Program Originating FM Booster Stations” which will permit FM stations to target localized programming to small geographic areas in a process known as “zonecasting” or “geocasting.” Initially, the new rules will allow commercial and non-commercial FM licensees to request experimental authority to broadcast up to three minutes per hour of original programming on as many as 25 Program Originating FM Booster Stations within a primary FM station’s protected contour. The experimental period will last one year but may be extended if the FCC does not adopt final service rules by the end of the one-year period.

The FCC is seeking comments on proposals and rule changes for permanent licensing of the new service, including issues such as EAS procedures and political file obligations. Reply comments on the proposals are due by June 17, 2024.
