David Keir's practice spans a broad spectrum of federal telecommunications regulation, involving matters in most areas of FCC oversight, including broadcasting, cable, satellite, international carrier, and wireless services. He has been a Member of the firm since 1999, and is now the principal attorney in the firm's Satellite practice. He advises satellite, telecommunications, technology, and broadcast clients in licensing and rulemaking proceedings, and on a variety of regulatory, compliance, and business matters.
David has nearly three decades of experience practicing before the FCC, and has represented entrepreneurial and growing companies in numerous policymaking proceedings leading to the implementation of new communications services and technologies. He has successfully obtained both experimental authorizations and permanent licenses for clients offering a variety of new and innovative services. In support of these activities, he has monitored and participated in U.S. preparatory activities for several ITU World Radiocommunication Conferences relating to allocation of spectrum for and international regulation of communications and other spectrum-based services.
Radio stations and television syndicators also turn to David for advice on FCC regulation of program content, and in responding to complaints and administrative investigations before the FCC's Enforcement Bureau. He has developed training materials for station owners to promote compliance in the area of content regulation. David has also counseled broadcast clients concerning federal and state regulation of advertising and promotional activities, including the evolving requirements related to online data collection and security.
