Steve has advocated on behalf of his clients in an array of complex proceedings at the FCC, ranging from a multi-year rulemaking establishing greater terrestrial-use flexibility for a satellite service operator to the reconfiguration of the 800 MHz band to enhance public safety radio operations. Steve has broad experience on issues concerning harmful interference to satellite and wireless services, working closely with engineers to develop technical showings critical to his clients. He has advised on wireless mergers involving nationwide carriers and other operators, with particular attention to spectrum aggregation issues.

On the satellite side, Steve’s regulatory focus has included the development and evolution of LEO constellations, the emergence of innovative direct-to-device (D2D) offerings, and the gateway earth station and other network upgrades necessary for these new D2D features.  Steve has also worked extensively on matters related to licensee compliance with the FCC’s technical rules, construction and renewal requirements, equipment certification framework, and universal service and other common carrier obligations.

Steve has represented wireless companies participating in spectrum auctions and pursuing license assignments, partitions, and spectrum lease arrangements, and has counseled his clients on the FCC’s license control policies and other regulatory issues raised by providers’ financial transactions. He has also successfully represented a wireless equipment manufacturer in an enforcement matter, and a consortium of electric cooperatives that obtained significant federal funding for broadband deployment in a competitive bidding process.

Steve had an early interest in communications law, combining a masters in communications with his law degree. His master’s thesis explored key changes in the telecommunications policy environment that resulted in Congress’s 1993 legislation authorizing spectrum auctions for the first time – a change that helped jumpstart the new era in wireless communications.

Sally has extensive experience in handling transactions and complex agreements for media companies. She has represented numerous clients in the acquisition and sale of media properties ranging in value from $75,000 to more than $1 billion. She also drafts and negotiates syndication and programming agreements, retransmission consent agreements, sports rights agreements, tower leases, and other business documents for media companies. Sally particularly enjoys helping clients structure complex transactions to ensure compliance with FCC ownership restrictions, and navigating the intricacies of complex operational agreements.  Sally is individually ranked by Chambers in the Telecom, Broadcast and Satellite practice in the Washington, DC area.  According to Chambers’ research, clients recognize Sally as “a sophisticated advocate” and “a very knowledgeable and experienced transactional lawyer.”

Sally’s interest in communications law and the media industry stems from her undergraduate major in economics with a focus on regulated industries, and her work in journalism, which included serving as Editor-In-Chief of her college newspaper. Sally relishes the opportunity to apply her knowledge about business and management in her role as Manager of the firm.

Recently, Sally helped one of the premiere PBS television stations in the country purchase its first noncommercial radio station. Her team’s work included drafting and negotiating a purchase agreement, programming services agreement and related documents and preparing and prosecuting the necessary FCC applications. Sally also represented one of a group of media company intervenors in a Petition for Certiorari with the Supreme Court in support of an FCC decision relaxing and eliminating certain multiple ownership rules applicable to broadcasters. The petition resulted in a unanimous decision in favor of the FCC and the media company intervenors that reversed a decision of the Third Circuit, and led to the FCC reinstating rule changes beneficial to broadcasters and newspaper companies.

Sally has been individually ranked by Chambers (2025), selected to Washington, D.C. Super Lawyers in the field of Communications Law (2014-2025) and included in Best Lawyers in America in Communications Law (2016-2024). She is honored to serve as the Chair of the Board of Directors of Integrated Living Opportunities, a non-profit organization in the D.C. area whose mission is to help young adults with developmental disabilities transition to independent living by creating networks of support, enabling them to become integrated members of their wider communities. 

David acts as regulatory and deal counsel on transactional matters such as mergers, acquisitions, and financings, and regularly counsels clients on compliance with regulatory requirements affecting programming content, political advertising, ownership issues, station licensing and operations, and spectrum management.

David has represented clients in small deals and in multibillion-dollar transactions, and his clients appreciate his pragmatic and business-oriented approach. The diverse matters Jeff handles span transfers of control and assignments of licenses, bankruptcy of telecommunications operators, spectrum auctions, common carrier and Internet regulation, interference, supply chain security, Universal Service, and satellite enforcement, licensing and compliance. He also has extensive experience in establishing non-profit organizations and associations.

Jeff specializes in thinking through the legal, political, and technical aspects of complex regulatory and transactional matters, and then translating those complexities into easily understood, persuasive narratives for operators, investors, decision-makers, and the media. In one recent matter, he coordinated due diligence across the broadband, voice, and video for a nationally known investment fund looking to invest in a competitive broadband provider. 

Jeff’s perspective has been shaped over 25 years of wide-ranging practice. He has served as Chief and Deputy Chief of the FCC’s Wireline Competition Bureau and testified before Congress on telecommunications issues six times.  He started the Washington office of an international technology company, worked for a large international law firm, and ran his own successful solo practice twice. In addition, he led regulatory efforts for Ligado Networks and has taught Internet regulation in an advanced law school seminar.

Through these experiences, Jeff has developed friendships both in the U.S. and abroad with thought leaders, analysts, engineers, economists, and regulators. He enjoys speaking on telecommunications policy and trade issues at industry and investor conferences, and is regularly contacted by the trade press for his opinions on various high-profile regulatory issues.

Paul is currently leading and managing the FCC spectrum auction repack process for more than 125 television stations, while supervising the accounting, legal, and engineering matters related to the repack for multiple clients. His regulatory, transactional, and engineering expertise is complemented by his extensive litigation experience in federal courts, and advocating for clients in a variety of Congressional legislative matters.

Paul has prepared and drafted briefs and other filings with the Supreme Court, the United States Court of Appeals for the District of Columbia Circuit, the United States Court of Appeals for the Second Circuit, and the United States Court of Appeals for the Third Circuit. He is a regular speaker at seminars and conferences on a wide variety of media and communications industry issues.

Most recently, Kevin assisted an investor-owned utility with securing FCC spectrum licenses and regulatory approvals for towers and other infrastructure to support large-scale deployment of a wireless communications network for mission-critical applications. In another matter, he successfully negotiated various tower and site leases, spectrum purchase, and lease agreements on behalf of wireless internet service providers and utilities. On behalf of a trade association group, his advocacy led the FCC to update rules for over-the-air reception devices to lower barriers to deployment of wireless broadband service, and secured multiple waivers of FCC rules for utilities and wireless internet service providers to continue to operate Citizens Broadband Radio Service spectrum. And in a multi-year FCC rulemaking proceeding, Kevin led the effort for a utility company to defend against proposed rule changes to the spectrum band that would have forced it to relocate its operations. 

Along the way to these successes, Kevin’s clients appreciate his attention to detail, ability to explain complex regulatory issues in a simple and concise manner, and his experience working on highly technical issues. His background in both the courtroom and working for federal regulators gives him unique insight and experience to handle a wide range of matters, and the skills to successfully guide clients to the right approach or to litigate when necessary. Kevin completed a federal clerkship for the Honorable James F. Merow of the U.S. Court of Federal Claims, where he assisted in handling complex commercial litigation claims. While in law school, he served as a legal intern for the Federal Communications Commission, Common Carrier Bureau – Policy Division, and Wireless Bureau – Commercial Wireless Division.

Steve has extensive experience in negotiating complex, multi-party transactions for the purchase, sale, and financing of established and start-up communications businesses, and also drafting and negotiating spectrum lease, tower lease, dark fiber, and other agreements. He has represented financial institutions and foreign companies in connection with public and private investments. Steve also advises on regulatory compliance and FCC enforcement matters. His work has included assisting a client in obtaining, through a competitive process, significant federal funding to build a territory-wide gigabit fiber network. In another matter, he credits his team’s “expert advocacy and attention to detail” for creating a positive result in an FCC enforcement proceeding.

Steve comes by his communications law career honestly, having spent his undergraduate years as a news reporter for radio stations in his native Ohio. Learning to write for the ear and the eye and ask hard questions makes him a persuasive communicator and an effective builder of successful relationships to promote advocacy results. Brett started her career in the Washington, D.C., office of a New York-based law firm, where she represented competitive telecommunications carriers in various federal and state proceedings to implement the Telecommunications Act of 1996 and the FCC’s related rules and orders. Her early experience provided her with a meaningful understanding of communications businesses and helped shape her collaborative approach to broadband and 5G deployment issues.

Rebecca works with broadband service providers, cable operators, video programmers, network operators, spectrum licensees, radio and television broadcasters, telecommunications companies, utilities, technology companies, texting platform providers, Software as a Service (SaaS) companies and other highly regulated businesses. She also has extensive experience in privacy and data security matters, including advising clients on Telephone Consumer Protection Act (TCPA) and CAN-SPAM compliance, accurate and complete privacy policies, and maintenance of data security best practices.

Most recently, Rebecca provided strategic counsel to a new market entrant in the broadband and telecommunications space on regulatory requirements for communications providers, and supported contract negotiations for establishing a reseller account for provision of VoIP service. For an innovative video streaming provider and market disrupter, she provided expert guidance on the complexities of the cable compulsory license, and on FCC and U.S. Copyright Office regulations and policy. She helped another client develop and implement a comprehensive Telephone Consumer Protection Act compliance plan for ongoing marketing efforts, successfully balancing the needs of the business’s marketing and legal compliance teams.

In recent matters, Art helped a TV station obtain FCC approval to relocate a transmitter to 1 World Trade Center; defended a client against efforts by a cable operator to drop a noncommercial station from various communities due to relocation of a long-standing headend site; and won a FCC case ruling that satellite carriers, not DBS resellers, are responsible for obtaining retransmission consent from broadcast stations. In addition, Art negotiated a Kid Vid consent decree with FCC on behalf of a TV station and represented a major cable MSO in a copyright compulsory license audit proceeding.

Earlier in his career, Art worked as an attorney/advisor in the Federal Communications Commission’s Cable Television Bureau, and served as Assistant General Counsel of the National Cable Television Association.
