Major Changes to FM Translator Interference Rules Will Take Effect August 13

In May, the FCC made sweeping changes to the FM translator interference rules. The new rules will take effect on August 13.

As we previously explained, the most important rule changes are:

  • Translator interference complaints will be actionable only if interference occurs within the 45 dBu contour of the complaining station.
  • Interference claims must provide greater detail than previously required.
  • A complaining station must provide a minimum number of listener complaints which varies based on the size of the population served by the complaining station.
  • Listener complaints must be more specific.
  • Translator licensees must work with complaining stations to resolve interference claims within 90 days.
  • Translator licensees can resolve interference complaints by changing channels to any available non-reserved FM frequency. Applications to change a translator’s channel will be processed on a first-come, first-served basis. We encourage licensees that plan to file channel change applications to be ready to file on August 13.
