Jeff Carlisle Joins Lerman Senter

Lerman Senter has announced that Jeff Carlisle has joined the firm as Counsel, bringing his 25 years of government, law firm and in-house counsel experience to one of Washington, DC’s leading communications law firms.

Jeff is well known for his wide-ranging background and expertise in the wireless, wireline and satellite industries.  Jeff focuses primarily on regulatory, transactional and enforcement matters before the Federal Communications Commission and other federal agencies.  He is an expert on spectrum, satellites, and mergers, acquisitions and bankruptcies of telecommunications operators.  In addition to representing providers of communications services, Jeff also counsels investors in communications companies on structuring transactions and navigating the regulatory process.

Before joining Lerman Senter, Jeff practiced on his own for three years.  Prior to that, Jeff served as Executive Vice President for Regulatory Affairs at LightSquared (now Ligado).  From 2005 until 2008, he served as Vice President, Government Relations and General Counsel, Americas, of Lenovo, the global computer manufacturer.

From 2001 to 2005, Jeff served as deputy chief and then chief of the FCC’s Wireline Competition Bureau.  At the FCC, he managed the development of the Commission’s policies on broadband and competitive entry into the local exchange market, and he was responsible for developing the Commission’s policies on Voice over Internet Protocol (VoIP) and bankruptcy of common carriers.  Before joining the FCC, he had his own practice, and worked with a large national law firm.  Jeff has spoken at numerous events on telecommunications, trade and security policy issues.
