Mr. Rodriguez joined Lerman Senter as a partner in 1984, shortly after the firm was founded, and was the head of the firm's Satellite and Spectrum Policy practices for more than a decade. He became Of Counsel to the firm in January 2008. Before coming to Lerman Senter, he was the Director of International Satellite Policy at the National Telecommunications and Information Administration ( NTIA), Department of Commerce.
Mr. Rodriguez has developed successful regulatory strategies with clients to open new fields of international satellite communications and services, both fixed and mobile applications. In recognition of his work in this field, the White House appointed him Chairman of the U.S. Delegation to the first World Telecommunication Development Conference in Buenos Aires, in March 1994. In addition, Mr. Rodriguez has been a member of several other U.S. delegations to International Telecommunication Union conferences and has participated in bilateral telecommunications discussions with Canada, Mexico and several South American administrations.
Having developed a unique expertise in the area of satellite regulation and spectrum policy, Mr. Rodriguez has been requested to speak on numerous panels on these subjects, including the meetings of the International Bar Association; he is a regular participant in bar-sponsored continuing legal education programs on international telecommunications law topics. He is also a member of the Board of Editorial Advisors to Satellite Communications Magazine. Mr. Rodriguez’ past responsibilities and fluency in Spanish and French have enabled him to establish contacts with the telecommunications ministries of various nations throughout Latin America, the Caribbean region, and Europe.
In addition to his government service, Mr. Rodriguez was a member of the legal staff of the National Association of Broadcasters. He was a member of Executive Committee of the Federal Communications Bar Association from 1983-1985, and is a founding member of its Committee on International Telecommunications.
