Spanning the full spectrum of federal telecommunications regulation, Mr. Keir's practice has involved matters in all of the major areas of FCC regulation – broadcasting, cable, satellite, international carrier and wireless services. He advises broadcast, satellite, and telecommunications technology clients in licensing and rulemaking proceedings, and on a variety of regulatory, compliance and business matters, including negotiation of network programming and affiliation agreements. He also counsels clients concerning federal and state regulation of email and other online advertising and promotional activities, and on evolving requirements related to online data collection and security.
Radio stations and television syndicators turn to Mr. Keir regularly for advice on FCC regulation of program content, and he has developed training materials for station owners to promote compliance in this area. He has extensive experience handling content-related and other complaints and administrative investigations before the FCC's Enforcement Bureau and has been involved in appellate litigation before the federal courts.
Mr. Keir has also represented clients in numerous FCC policymaking proceedings leading to the implementation of new satellite communications services and other space technologies, and has successfully obtained experimental authorizations for clients seeking to offer new innovations in these areas. In support of these activities, he has monitored and participated in U.S. preparatory activities for several ITU World Radiocommunication Conferences relating to allocation of spectrum for and international regulation of communications and other spectrum-based services.
