The FCC has announced that the first nationwide test of the Emergency Alert Service (EAS) will take place on November 9, 2011, at 2:00 p.m. EST.  The purpose of the test is to assess the reliability and effectiveness of the EAS as a means to alert the public of emergencies.  Every broadcast station that is part of the EAS network will be required to take part in the nationwide test.

The FCC’s Public Safety and Homeland Security Bureau will provide additional information concerning the EAS nationwide test as the test date approaches.  We will advise clients of significant developments as they become available.  In the meantime, the Bureau encourages EAS network stations to prepare for the nationwide test by:

  • reviewing and updating as necessary each station’s state EAS plan;
  • reviewing the manner in which the station deploys EAS assets, particularly EAS encoder/decoder equipment, to confirm connections and to minimize any points of failure within the station’s EAS facilities; and
  • ensuring that the station’s EAS equipment operates in compliance with FCC rules.

Should you have any questions concerning the nationwide EAS test, or any other aspect of the FCC’s EAS rules, please contact any attorney in our office.
